YORK—Esther L. (Carter) Penley, 85, passed away Monday February 22, 2021 at her residence in W. Manchester Township. She was the wife of the late Vernon E. “Cotton” Penley. Born April 14, 1935 in Danville, Virginia, a daughter of the late Leonard L. and Sally M. (Powell) Carter.
